Since late November 2014, the National Development and Reform Commission has issued eight documents with related departments, releasing 24 items of goods and services, and devolving one item of pricing authority.

- Let go of the purchase price of tobacco leaf. The National Development and Reform Commission and the State Tobacco Monopoly Administration issued notices to release the purchase prices of various varieties and grades of tobacco, such as flue-cured tobacco, burley tobacco and oriental tobacco. After the price of tobacco leaf was liberalized, there was no government pricing project in the agricultural product sector in China and all markets were free to form prices. The state mainly guides the formation of reasonable prices through minimum purchase prices and target prices, protects the interests of agricultural producers, safeguards national food security, and promotes the sustained and healthy development of the agricultural industry chain.

- Release 4 rail transportation prices with competitive conditions. The National Development and Reform Commission issued notices to liberalize the prices of railway bulk cargo transportation, railway parcel transportation, as well as the freight rates of social capital investment holdings for new railways and passenger line passenger fares. Releasing the prices of these four railway transports will help railway transport companies reform their freight transportation organization and provide services needed by shippers; help mobilize social capital to invest in enthusiasm for railway construction, promote the reform of railway investment and financing systems, and facilitate the promotion of roads, railways, and aviation. The competition of various modes of transport will promote the construction of an integrated transport system.

- Let go of domestic civil aviation freight rates and some civil aviation passenger transport prices. The Civil Aviation Administration of China and the National Development and Reform Commission issued a notice to fully liberalize the price of domestic civil airline cargo transportation; opened 101 short-haul airline passenger fares between the neighboring provinces that compete with the main ground transportation methods; The domestic civil aviation passenger fares of the government-guided price were changed by the air transport enterprises to independently formulate and adjust the benchmark fares according to the rules formulated by the state. After the implementation of this reform, it will help airlines to formulate and adjust prices more flexibly, reflecting market supply and demand relations and competition conditions, and meeting the needs of different types of consumers.

- Let go of the port competitive service charges. The Ministry of Transport and the National Development and Reform Commission jointly issued notices to release service charges such as container loading and unloading and international passenger terminal operations, as well as the prices of services such as ship waste disposal and water supply, from the current separate setting for operating procedures to lump-sum charging. In addition, the comprehensive revenue shall not be charged separately for the owner and the passenger. The Ministry of Transport and the National Development and Reform Commission will also jointly formulate rules for port charges, further standardize port charges and maintain a good market order.

- Let go of the ex-factory price of civil explosive equipment. The National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Public Security jointly issued notices to liberalize the ex-factory price of civil explosive equipment and abolished the management of the circulation rate of civil explosive equipment. Relevant departments will strengthen post-event supervision of safety supervision, social public safety control and price behavior supervision according to their duties.

- Let go of 7 professional service prices. The National Development and Reform Commission issued notices to release agents' visas for foreign consular certification, key-key services, customs statistics and data development, trademark registration certification, foreign-related (Taiwan) economic and trade dispute mediation, land price assessment, real estate price assessment, etc. 7 Professional service charges provide consumers with more choices and encourage social capital to enter related fields.

- Guide the local government to release 9 items of goods and services. The National Development and Reform Commission issued a notice requiring local deregulation of railway passenger and cargo transportation extension service fees, postal extension service charges and accountant services, tax consultant services, asset assessment services, real estate brokerage services, non-guaranteed housing property services, and residential community parking services. Nine items of goods and services, such as some lawyer services, encourage the market to provide quality and low-cost diversified services through competition, stimulate consumption, and promote the healthy development of related industries.

In addition, the National Development and Reform Commission delegated the price management authority for short-distance pipeline transportation within the provincial administrative region to the provincial level.
