The "Entry Conditions" stipulates that: in principle, no new synthetic ammonia plant with natural gas and anthracite lump coal as raw materials (except for regional relocation and comprehensive utilization projects) shall be built; Except for high-sulfur coal as raw material); to guide the orderly transfer of synthetic ammonia production equipment in the eastern region, and in the coal production areas in the western region, to build a large-scale coal-synthesizing amino base in accordance with the cogeneration model of coal-fired heat and electricity.
"Entry conditions" requirements: new ammonia production equipment, a single series of production scale should not be less than 1000 tons / day, gas furnace set according to need; new devices should adopt advanced technology and equipment, encourage the use of localized with independent intellectual property rights technology. Newly-built ammonia plants using coal as raw materials should adopt a continuous gasification process; existing enterprises are encouraged to carry out technological transformations aiming at structural adjustment of raw materials, product structure adjustment, energy saving, environmental protection, and safety. The existing fixed-bed batch gasification technology should be fully supported by the construction of a comprehensive utilization device for the recovery of waste heat from the blower gas and the gas slag. Eliminating natural gas intermittent pressure conversion process.
"Entry conditions" set the value of the energy consumption limit for synthetic ammonia unit products. The comprehensive energy consumption per unit product of synthetic ammonia plants with smokeless lump coal as raw materials is ≤ 1,500 kg standard coal/ton, the energy consumption of other coal types is ≤ 1800 kg standard coal/ton, natural gas and coke oven gas raw materials are ≤ 1150 kg standard coal/ton. Existing companies should meet the above requirements within three years.
